IRCTC Indian Railways - refund from irctc

i booked a ticket using the irctc website on the 23rd december 2010 using my debit card.
but unfortunately the train got cancelled and i filed a TDR against it on 31st of december.
i was informed that i would be recieving the refund of my hard earned money within 90 days or so i nothing to do but to wait for such a long time for the money to be refunded back to my bank account.
I sent some mails to the concerned department for the TDR proces and the person who replied back to just one or two mails was "Mr Sajjan Kumar Kashyap". Mr Kashyap didnt even have the cortsey to tell me the proper status of the refund amount inspite of the numerous mails sent to him.
There is nobody in the customer care department aswell who gave me a correct answer and i used to call them regularly but all they used to do is to provide with a phone number of a person in railways and my call was never answered there.

I just want an anwer how much more time does IRCTC need to refund the money back to my bank account.
