IRCTC Indian Railways - IRCTC not Refund The Full Amount On File TDR of Train Late by more than 3 Hours

Dear sir,
My PNR Details
PNR Number: 2413637930
Date Of Journey: 14/11/2010
Train No: 0350
From Station: KIUL JN(KIUL) ,To Station: BHAGALPUR(BGP)
I want to know why only half amount Rs 210 of the ticket refund to me.The full Fare was 420 for three passengers. As I cancell the Ticket because the Train was Late by more than 10 hours so the journey was cancelled. I have its prove as I taken the Screenshot of the running status of the train on the day. It was not my fault due to the chart was prepared, I even send this matter for cancell my ticket to etickets@irctc.co.in for my cancellation but I don't got any respond from there, so file TDR. I want the full refund, As the train was late by 10 hours, and the rule say that If the train Running late more than three hour you get the Full Refund. Hope the action will be taken Soon and I will get the full Refund.
