nokia care center - i m not satisfied with after sale service of nokia care center

i have purchased a nokia handset from paonta sahib,himachal pardesh.but it got some defect,its display was in working properly.i contacted the local customer care in paonta,but they said display was not available with them.so, i contacted the customer care in chandigarh,but they asked me to pay Rs.1050,despite my handset covered in the warranty period.
