Apple India - I have been cheated by Apple

On this new year I purchased 16 gb iPhone 6 plus from vijay sales rohini. I am shocked to note phone doesn't have 16 GB Storage, it has only 11 GB storage which is just nothing.
I purchased such an expensive phone, it's a big cheating. GE my phone replaced. Give me 16GB phone or provide me mail Ids for escalating this case.
