Indian Railways - distribution of blanket, pillow in Garib rath, delhi to varanasi

hi sir,
it is to inform you that the condition in garib rath train is very bad. sir i just want to know whats the rule for blanket, pillow. whether it is charged extra in train. we are charged Rs. 25 for it. if so then please charge the amount in the ticket only. because in train to collect this we have to fight. its very difficult to get. Quantity is also short. people standing in queue never get this. No record is kept with that person how many are taking. So I think its a lose to railway. I dont think passengers bother to give 25 rupees extra in the ticket charge.
