Subject: Stinking Garbage Piled in and around LAWAARIS Vacant House J-96 Govind Puram (house locked for last 9 years)

Dear sir,
I am a resident of HIG J-Block, Govind Puram, Ghaziabad. I just want to bring to your kind notice the following facts about house number J-96 in J Block, Govindpuram, Ghaziabad.

- since 2006 no-one lives in this house and no cleaning and maintenance is ever done since then.
- Wastage when gets wet, due to occasional rain, starts stinking foul smell and it may promote chances of swine flu and dangue.
- J- 96 creates dampness (moisture) in rainy season damaging the adjacent walls and wardrobes of the neighboring houses.
- J- 96 garbage creates stinking foul smell and multiple health issues for the inhabitants of the neighboring houses.
- House is locked for more than 9 plus full years.
- Even after multiple request to CPRI Joint Director and CPRI AAO, no sweeper has ever turned up for its cleaning and maintenance.
- House J- 96 has become LAWAARIS, and it is in very critical situation for last eight years.

- By December 2007, House J- 96 was converted into a garbage waste dumping site cum a scrap yard with wild bushes. Snakes, mongooses and scorpions were seen frequently in and around it. The site was sometimes used by public for urination and defecation also. Garbage in it started producing poisonous gases and it made the living in its vicinity almost impossible because of the pungent smell. Children were not safe in J Block and neighbors pursued with GDA to get the details of the house owner. It was found to be owned by, Central Power Research Institute (CPRI).

- As a huge pile of garbage was inside and in front of this LAWARIS locked house J-96; nobody in CPRI listened to neighbor's requests for its cleaning; and the garbage kept increasing day by day, making it a possible health hazard for the old aged and kids; the neighbors were forced to spend on cleaning the front lawn of the house J- 96 and on spraying insecticides from locked iron gate at their personal cost to avoid possible health complications and damages to neighbor's building.

- Since then till date, i.e. for last eight years, neighbors are doing their selfless service and spending their wholehearted effort and cost to keep this house clean and safe. But since 2006, no body ever turned up from CPRI to take care of the house and to account for the losses it had created to its neighbors, even after multiple in-person requests.

In light of above, I request your kind self to please guide us with the possible ways to force the owners of J- 96 to understand their civic responsibilities and do their bit immediately or in a defined time frame.
