Nokia mobiles - Nokia care is not able to solve my problem for lumia 820

My mobile is lumia 820 and it has a problem that , its shows no service available for all SIM cards . When i submit my mobile to NOKIA CARE they are saying we are not able to solve this problem please take your mobile back this is totally fraud from NOKIA company giving faulty mobiles and after that not having capacity to solve issues. Which low standard employees they hired for this work. i want replacement for the my phone.

Complainant's Goal: I want my money back or Phone should be replaced with the new one.

I would like to explain further some details.

Poor quality mobile product. I bought lumia 820 in march 2013 and in now its june 2014 and phone's hardware for network is not working. PHONE is not PHYSICALLY damaged even though it part is faulty. This is total poor quality.
When i went Nokia care in Pune Nal Stop they charge me 50 Rs for the testing of the mobile poor service also and after than they told it will need 7000 Rs to repair my mobile (that is too much costly to repair). If its user (myself) fault for mobile not working then i would have paid but its totally NOKIA company poor quality mobile parts so why should i pay for that. I need replacement for my mobile or it should be repaired without charges or some affordable regular charges.
