Videocon AC SERVICE - Videocon AC Engineer demanding money without bill, left unattended

On 15/9/2012, I filed a complaint of my Vidocon AC, which is under warranty period. I got a message on my mobile
"Dear Customer,
Your complaint GHA1509120274 will be serviced by our engineer zafar ali tyagi, and his contact number is ********55.
2012/09/15 16:27"
Mr. Zafar visited my home and asked me an amount of Rs 3500 inispite of that the product is under warranty period. When I asked a bill from him ,he left away without touching anything.
Then I again filed a complaint for two more times. But no one is coming to rectify my problem. Videocon has very bad service as local people visit on behalf of company and charge illogically.
