I want to know that who decide the Vehicle Parking rate in bareilly because at different place people are charging different & they didn't write on the slip and board about the parking charges.

At Bareilly railway station the can't show me the rate list and they say that we didn't have any rate list and they charge me 10 rs. for two wheeler and I know that it 5 rs. they say that they will not let me go until i will not pay 5 rs. more.At at another places rates are different.
I want to know who is responsible for all these things and how to complaint about them.
