HP Gas Agency - Repetitive delayed delivery of refill LPG cylinder

This is my fourth consecutive month where I have to wait more than 15 days for delivery of refill cylinder since booking the refill. This has started since Dec'10 and I have been complaining ever since every month.
This time the HP Gas agency (Pelican) has crossed all limits, wherein they have not yet delivered the refill booked on Feb 23 despite sending me 2 SMSs - one sent on Mar 9 for cash memo (#3155) being generated and the other sent on Mar 16 for "delivery" of the refill. Where they have delivered the refill is anyone's guess (would have perhaps bee sold in black to some commercial vendor) because I certainly haven't received it yet.
This is my last attempt to get things fixed and if this still happens again, I WILL HAVE NO CHOICE BUT TO GO TO CONSUMER COURT.
