eastern railways - not refunding amount against valid tdr by eastern railway

I have booked ticket from ludhiana to sharanpur for the date 8-dec-2016 online via irctc but train late more than three hours and i have file the tdr on 8 dec before the actual departure of the train as per the rule book of irctc but they have rejected the tdr and not refunding the amount. Kindly look in this matter.
I am also attaching the valid proofs snapshots of train late and my filing tdr.
