wrong monthly charge deducted - I am not satisfied with Reliance CDMA mobile service.

Dear Sir,
I am having a prepaid Reliance CDMA mobie connection since last few months.
My cell no is +********1922.I activated Rs.19 monthly sms pack few months back.
I used this pack for approximately five months and then I deactivated the sms pack as I did not want to use it further. I got the confirmation message also from Reliance.
Enen after such process REliance deducted RS.19 from my account and when I called Reliance Customer Care for the same, they told me that they will look after it and it will take 72 hours. After 72 hours when I called back for the status they told me that they can not do anything and I can not get the deducted amount back.
Sir, I am a common man. I have not bought a cell fone for any other purpose. My parents are far from me and so I have bought a cell fone.
Please look after this and try to help me for the same.

In one other issue, I lost a cell fone in which there was a same provider's sim card.The number of the sim card was +********8350.When I call customer care to deactivate the sim card they are saying that they can not suspend it.
As per my knowledge it is possible after security check.
