Consumer Awareness - compaint for not checking the authencity of degrees and certificates

I want govt. officials should check the authenticity of degrees and certificates submitted for various govt. work , tenders etc.
I came along one such person (Brij Kishore Agrawal , Katora talab , raipur (c.g.) pin-492001) who has fake Civil engg. degree but due to his political approach and money he still manages to get govt. tenders for which Civil engg. is one of the requirements.
Complainant's Goal: large no. of qualified people having real engg. degrees remain unemployed
