Airtel Mobile Maharashtra - Airtel number activated and charged for GPRS without approval.

Hi,
I had gifted a mobile with Airtel connection to my dad in the month of September. Since i stay in Hyderabad so that i can communicate with my dad.
I have not activated any GPRS on the cellphone as my dad is a 70 year old man and doesn't not require such services. Without any information GPRS was activated and the account was charged 99 rs. That's not all, it was renewed automatically and charged again. My dad somehow got hold of someone and de activated the GPRS as he did not know how to de-activate it.
When i called the customer care and asked for refund they denied and said its policy we cannot refund it. I asked for senior and even he denied.
My point is
1: When i took the connection i never activated the GPRS.
2: My dad is 70 year old man and does not know how to activate GPRS why would he activate it.
3: This was activated by Airtel and renewed by Airtel, why should i pay for it as it was not my choice to activate it.
4: There is no need of GPRS for my dad and that too its a basic phone

Airtel is cheating its customers by doing this. I wanted a full refund but they are not accepting this. I called customer care for the same
