Vodafone Mumbai - Postpaid to prepaid

We have a vodafone postpaid connection in the name of Pranav Parikh - ********07

few months back there was a total bill amount of approx 2400/- rupees which vodafone people are saying it is due to internet usage.. then we were not ready to pay the bill as this much usage i have not done on internet.. Then finally i paid the whole amount on bill and asked for suspension of service as sim card was lost. Person in vodafone store told me that he has put my card in lost status and now no bill will be issued.
After a month i get new bill for around 250 rupees and they say it is pro rate basis bill generated. Why should i pay any amount for service that i have not used or not taken. Card was registered as lost then why i need to pay any rental or any amount after paying unused amount of last bill also.
Now i want to issue a new sim card with same number but vodafone customer service has demanded me to pay my last bill and re submit all documents with activating it in postpaid first and then applying for prepaid.


I dont know how to tackle this please suggest and register my complaint..

Vodafone is asking for all services from customer or it is really providing service to customer i dont undertsand......
