Vodafone Mumbai - against retailer

SIR,
I am customer of vodafone and retailer charges RS 1,2,3,extra on prepaid card .
eg: if prepaid card is of 50rs they will charge 51 or 53 please take some action . i have complain in customer services they told they cant do anything .
