Rail Ticket Online - Wrong deduction from DEBIT CARD WITHOUT TICKET BOOKING

Dear Sir,
I tried to book on-line ticket from kalka to shimla on 28-01-12 for my mother Smt.Kamla Rani Age-62 years.The ticket amount of Rs.183 was deducted from my Debit card without booking of ticket.as the amount is wrongly deducted it should have been credited back in my account.But Idid not get the credit till date.kindly arrange to refund the same at the earliest.
There is no option to book the complaint on 139.
