Reliance Communications Limited - Refund of Reliance data card amount

I have applied for a reliance PREPAID data card in NOV 2009, But while delivering it was POSTPAID so i refuse to accept the device. But by that time online payment of 3500/- was done through my credit card. Reliance representative told me that the amount will be refund to me.
I am enclosing all transaction details below

Till Now there is no information about my refund given by reliance. I have sent several mails to them and personally went to their customer support office in NOIDA twice. Every time i have been told that amount will come into my card. Its been more than a year and now i am planning to submit my complaint in consumer court.
