Reliance Communications Limited - Roaming Not Working in My Phone

I have a Reliance CDMA UP East connection and after repeated request to enable roaming on my phone roaming still not working when I travel out of UP.

I have given several calls to customer care department but nothing happend and the problem is I only come to know that my roaming is working on not when I get out of UP.

When someone try to call me he gets reply \"Phone is Switched off\".
