Reliance Communications Limited - Non-refund of security deposit on surrendering Reliance Landline phone

Dear Sir,
This is with reference to discontinuing my Reliance landline telephone connection with my service request no 113357873 dtd 17-Nov-09. I have deposited my Telephone set at nearest service center at Mathura on 21-Nov-09. I was assured by local agent that I will get my balance security deposit refund in next 30 days. Now even after 07 months I have not received my refund money.
Whenever I contact Reliance customer care by e-mailed regarding the same new service request ID such as 120521093 is generated everytime. The previous service request numbers are closed without any action. I am fed-up with the service request nos.
