Reliance Communications Limited - no incomming and out going call & poor coverage

I have procured prepaid SIM ********43 and submitted copy of PAN card and address proof .
yesterday I paid Rs 49/ and got the massage from 52811 for confirmation of top up but not added in the balance .
But today i found no call is comming and outgoing .
when I enquired i was told it is technical problem .
Moreover indoor coverage in Doorbhash Nagar Raebareli is very poor . No RF optimization and drive test done by the company .
Complainant's Goal: I want restoration of service on my mobile
