On 13th Nov. I wanted to travel from Chennai to Kozhikode with a confirmed II AC ticket. I was carrying a tin Box containing 2 childrens films weighing around 40 kg. The films are produced by the Govt of India, (CFSI) and were scheduled for a festival screening arranged by the Collector, Kozhikode.
As the Coolie demanded Rs. 400 to carry the film to the platform, I refused and carried it myself to the compartment. After sometime, apparently from a hint from the coolie, the TTE deployed on duty on the said train 12685 dated 13.11.12 (2nd AC), came and told me that as per the Railway rules I cannot carry films in the train. I tried to convince him that these are polyester films, made by the govt of india, as such are not prohibited items.
The TTE along with other two staff, threatened me with dire consequences if I donot detrain along with the film box quoting Railway rules. There was no time to book it in the parcel van.
I got down, and the train left. losing my ticket money as well.
The arrogant railway staff are not aware of their own rules and they harass the passangers. (Well, they have a good tie up with the Coolies) The order No. TCII/2046/2005/3 dated 29.3.2005 issued by the Railway Board clearly allows the films to be carried in the passenger compartments. I would like the Railway Dept to inquire into this incident and fix responsibility.
