Indian Railways - Unethical behaviour of Cloak Room attendants/officials

While travelling from Ahmedabad via New Delhi to Jalandhar, I had deposited my luggage at the Cloak Room on platform 1 of New Delhi Railway station at 10AM. My Train from New Delhi to Jalandhar departed at 4.30PM.
When I went to collect my luggage at 3.45 PM, I was told very rudely by the officials/attendants there that the cloak room was closed, and would open only at 4.30PM. The notice outside the cloak room window clearly said "closing time- 4 pm to 4.30 pm". When I pointed out that I was infact 15 minutes early, I was again rudely told that the window was closed.
Only after I told them that my train will depart at 4.30PM did one of them agree to give me back my luggage.

I did get back my luggage on time, but I had to plead with the cloak room people for them to do that. They were closing up 15 minutes before time and were being rude and uncooperative on top of that. The 5 anxiety-filled minutes when I thought that I might miss my train because I did not have my bags were not only unnecessary but also unwarranted.
After getting my bags back, I went to the Station Master to file a written report but he too, was uncooperative.

What I would like to be done-
1.The sign that displays the 'closing timings' should be displayed more prominently, and at various places (at New Delhi Railway Station it was only placed at the collection window, NOT the submission counter)
2.The cloak room attendants/officials should inform the passengers who check their baggage at the cloak room about the closing timings.
3.The cloak room attendants'officials should be reprimanded and told to be more polite and helpful, and not be rude and indifferent.

Complainant's Goal: To reprimand the Cloak Room officials so that they don't do this to others.
