Indian Railways - PNR2461193253 Train 4512 SRE-LKO A1 coach AC did not function. TTE refused recor

My sister traveled by Nauchandi Express on 02.06.2009 Saharanpur to Lucknow. PNR No. 2461193253 ACII Coach A1. AC did not work. TTE refused to record certificate on ticket. On complaining, he once told that AC is under repair and disappeared. Kindly arrange refund of AC charges details of E. Ticket is as under:
