BSNL Limited - Telephone is not Working but received Huge bill amount ....

I have a land-line connection past 13 years. Our sub exchange have serious fault frequently. They are not ready to resolve the problem. If we went directly, there is no proper response from the persons. if i call any of the given help-line no, there is no response as well.
But, this time the phone was not at all worked past 6 months. I has paid the normal rental of ~300 Rs. This time the bill amount is 600 Rs. So, how to get the solution for this ? I have plan to surrender the Land line ...
please suggest how we can get the amount back. Also, i try to stop this kinds of issues to other peoples as well....
I'm ready to raise my hand against the BSNL....
Help me to get the solution ....
