BSNL Limited - Always my BSNL line i find down

My phone is 832-2212149 and is dead from last 20 days i had given complain on 21\\05\\2009. complaint no is 628 and personally my dad and even i told the person who logs compllaint and even line man of BSNL of Siolim, goa exchange. Till today it is not rectified.
This is not the first time, even last month i had given writern cumplaint to mapusa bardez goa BSNL Head Office. every month i use only 10 to 15 day my phone, rest all day it is dead. i am fed up of service of BSNL Engineer.
You can check my bills, I never keep the bill, then why this they do.

Pls help me to solve this prob.
