Indian Railways - TDR not filed within 30 days...Now how to get the money back

I had booked a Tatkal ticket with pnr 4530835658 for travel date 12 June 2010. The ticket was booked through irctc and had 2 passengers in the ticket. After the chart was prepared one ticket was confirmed and other was still in W/L. As per my previous experience i thought the refund of one passenger would be credited back automatically. Now I have realised the money has not come yet and hence I had sent an email to irctc who replied back saying a TDR within 30 days should have been applied. 1st time i am experiencing such a rule. Can someone suggest how to get my money back.
