Indian Railways - S8 coach missed out of Hemkunt Express 4610 at Jammu Railway station on 27.11.10

on jammu station the passenger were informed just 5 min before the arrival of the train no. 4610 hemkunt express that S8 coach is not available and the passenger may cancel the ticket and arrange for some other means if they dont want to go by a general coach.
is it appropriate to do this kind of shits from railway personnel.
Railway charges 300% penalty is person is found without ticket, what should be the amount that should be given to us because they have missed out a whole single coach and its very troubling not for me but for all the 72 passenger.

I support this complaint. There is an urgent need to properly maintain the schedule of trains. I had a similar experience on 26 Nov 2011 when all the trains were delayed. Add to it, Jhelum express which was in the yard was not brought on the platform till 10pm. And there was no information from railways about the delay till 9.50pm. The actual time of the train is 9.45pm.
