Indian Railways - Refund of lost waiting list ticket

I have booked one ticket from Meerut City to Jaipur from Modinagar RLY. station in 3AC coach ( boarding at Modi Nagar ) by Haridwar- Ahamadabad Mail. Date of journey was 23-04-12 but it could not confirmed till journey date its WL was 7. Unfortunately I have lost this ticket on the same date. I have requested the Railway authority to refund the amount of this ticket but they have denied to refund the amount without ticket.
Please let me know the process for refund in this situation. In my opinion the balance amount against my ticket should be shown against its PNR number. Please do some thing and advise how to proceed?
