Indian Railways - Refund of difference in ticket fare by railway

I had booked my ticket with PNR number -641-7193575,seat A1-44 in Train no. -12351, Danapur Express with date of journey 22.02.2013.The ticket was for AC 2A( two tier), but when reached to board the train, my seat was reallocated t0 AC 3A(3 tier), seat A1-3,due to non availability of 2 tier bogie. TTE told that the difference in fare will be refunded at any railway counter next day onwards by producing the railway ticket, but did not issue any certificate for it. Now, when i am trying to get my money(difference in fare) back at the Patna ticket counter, they are sending me from one place to other, with no one clearly telling what to do, and whether I will get my money refunded or not. Please help solve my problem
