Indian Railways - Not able to travel freely in reserved compartments

I was travelling by Train NO.16204 TPTY-MAS Express on 27.07.2012 in D1 coach, berth Nos. 71 to 74. It was a sleeper coach and to my shock i found many people barging into the reserved coaches and not allowing us to travel freely. They told us to adjust and sit and said that it was a workers' train.Those people were Railway staff, mostly working in AVADI and CHENNAI CENTRAL. And a person working in AVADI was working in STORES SECTION. I dont know how the TTE's are allowing them to travel as such disturbing the travel of the reserved passengers. I request the railways to look into the matter and curb those peoplr from travelling in reserved compartments.
