Vodafone Delhi - My voda outgoing has not activated since 15 days I visited 7time to vodastore.

My no is ********68.i lost my no.in Feb.,2011.i submitted copy of FIR and other documents on 10thjune,i got new sim immediately.they assure it'll be activated with in 4hrs.
but after visiting many time on nirman vihar store, only incoming activated.i submit document 2times afterthat.my out going is not activated tillnow.i suffered many problems because i am not able to call anybody from this permanent no.
Kindly take some positive steps to solve my problem.you have another option to provide me portabilty code so that i can avail airtel network's facilities.
