Indian Railways - Insufficient counters to issue Tickets for MMTS

What would a normal citizen do : when he is in the queue to take a ticket for MMTS waiting for 15 min and still he had to wait for another 15 min as the queue is so long and MMTS has arrived & When he has already travelled from Vizag - Hyd ( Godavari Exp )?

It happened to me and I boarded the train as the next MMTS is after 50 min and ended up in paying Rs 255 as fine. I agree I shouldn\'t travel without a ticket. But what is the solution for this? Should I waste my time or my money. I ended up in wasting my money in paying the fine as I cannot be late to my office. Its not only me lot of people had to do the same. This is really ridiculous .

Isn\'t there a solution where citizens can save their time as well as money ?
