Indian Railways - INJUSTICE FROM RAILWAY TTR

Sir,
I have booked on e ticket from BALARSHAH(BPQ) to H .NIZAMUDDIN for the date 22-10-2011 for the train 12621(Tamilnadu Express)(PNR NO:4546829356,Transaction Id:0406355747).As i reached the station late & the train was about to leave I have entered into S-12 Coach at Ballarshah.As Iwas carrying luggage I was unable to reach to my seatA-2,35 internally.But when I raeched my seat at the next station(NAGPUR) it was found that it was allocated to some other passenger(To those passenger having ticket from Chennai to ballarshah extended to Bhopal).Then I met the TTR Mr R.D Sahainiskar he said your ticket is cancelled & your ticket amount is creditted to your account.As the ticket is taken as tatkal &Alos it was confirmed the ticket amount is not refunded.Then the TTR said you have pay penalty that is Rs 3800 for getting another seat & he refused to write any remark about the reason for refund or the reason for allocating the seat without waiting for atleast one stop.Then I get down at nexy station ITRASI & complanined to the station master(Complaint no : ITARSI ,187961,dated 22-10-2011).
Then I reached delhi by another train.

Iam very much worried as this happened to me even if iam having the confirm ticket & Ineed the complete ticket cost refund & strict action against that TTR who done this.
