I am a traveller from Pune to Mumbai. I travel many a times in the ladies quota in reserved seats. However I have observed the menace the pass holders pose. There are certain number of reserved seats for pass holders in trains like Indrayani and Intercity from Pune to Mumbai. Even if the seats are vacant and there are no sufficient pass holders, the holders of passes do not allow other passengers to occupy those seats. They prefer sleeping on the empty seats rather than allowing some other person to sit. Complaints have been made many a times to the TCs of these trains. However they do nothing regarding this and pass holder who has pass for a single seat sleeps on 3 seats. This causes inconvenience to other ladies passengers. The TC cannot/ does not allocate the empty seats either. Kindly clarify the rules for seats reserved for Pass holders. Can empty seats not be utilized by other passengers? If yes, then please make the TCs aware of this rule. If not then please make other commuters aware of this rule that a single seat holder can sleep or 3 seats but not allow another passenger to sit.

I am a pass holder of first class travel in bhilad express every day from Baroda to ankleshwar the erstwhile pass-holders do not allow us to occupy the sit though the passenger might come from three stations next. I have been telling this to the local TC and the railway police of the same but to my dismay nothing is head
