Airtel Delhi - I have been decieved by Airtel

I bought a Rs. 2200 recharge for ISD calling on 11th February, 2010 from Airtel outlet at Kamla Nagar, Delhi. At the time of purchase i was not informed that calls to certain countries are not allowed using airtel VCC card. And i dont think that I am expected to ask Airtel personnel if such is the case, knowing that calls to that country can be made using any other connection (I have been using Reliance phone to do the same for the last 6 months, and have also used an airtel connection for the same).

Subsequently when i tried ot make calls using the amount in the recharge, I was told that the calls to Uganda (Country code 00256) are not allowed. I lodged a complaint on that day itself bearing the number 30894011. When I recieved no response regarding the refund of the money I mailed the nodal officer on Sat, Feb 20, 2010 at 4:24 PM and recieved the acknowledgment stating \"Thank you for writing to us.Your request has been registered with us and your unique reference no. is 2002201017811. Request you to quote your unique reference number for future interactions. We shall get back to you within 24 hours.\" But never recieved any response as late as tuesday, february 23, 2010.
For the last 12 days i have been calling at customer care but in vain...thay make the customer wait for long and everytime u talk to anybody u have to state the paroblem again and agian escalating the agony.

I want the money I paid for the recharge reimbursed. And also compensate me for the mental harrasment i had to face....
