Indian Railways - General bogie can never be reservation bogie

sir, I would like to invite your kind attention that in the recent past policies of indian railways has been negetive towards handicapped community.
(1)Providing handicapped quota in reservation of rail ticket in handicapped compartement instead of sleeper class
I narrate here an incident which i had suffered a lot of misery.
I was travelling from Mumbai to Nagpur on 22-12-09 in 2105 vidarbha exp. with my escort along with me. Prior to travelling when i went to book the ticket i found that it was a long waiting list so I opted for handicapped quota . I was very happy to get confirmed ticket but didnt know , at that time that we have been actually provide RESERVATION IN THE GENERAL COMPARTMENT meant for handicapped persons but mostly overflowed by NORMAL GENERAL PASSENGER(unauthorized occupants/passengers) since there had never been ticket checking mechanism in this compartement (this compartement is internally not connected with the adjoing general bogies)
On CST Mumbai ,it was a jam packed compartment because unauthorized persons (normal passenger were there along with many disabled person standing shoulder to shoulder (to add to the misery of the disabled persons).With the help of RPF Personnel we managed to get seats for sitting .RPF tried to get down passengers who had not paid to them and didnt help more than that. Soon train started running . we were cursing our fate and railway management.When the train reached Dadar station One such normal person passenger appearing railway employee occupied our upper berth and appeared to be committid to occupy it for the entire journey. When we requested him to kindly leave our berth he started querelling and overpowering us feeling unsafe and helpless we intended to approach RPF again meanwhile train started leaving Dadar. There was much hue and cry in the compartement as no one was comfortable there. literally , i had to stop my urine as there was no place to walk to the toilet.IT WAS VERY VERY DIFFICULT TO TRAVEL IN THE GENERAL COMPARTMENT WHILE PAYING RESERVATION FARE. Uncivilized normal person passengers overpowered the entire disabled persons in the compartment. There were 4 reservation berths in that compartement .No one could sleep the whole night and ultimately the disabled persons(with reserved ticket and General ticket ) had to sacrifice
