Indian Railways - After filing TDR full fare not refunded

Dear Sir,
ticket ID [IRCTC #2007646]
I booked ticket from Satna to Kalyan on 11th Dec. 2012 and the journey date was 3rd Jan 2013 whose PNR : ********90 and Train no : 12142. Due to fog the train came late more than 3 hrs at Satna and I filed TDR on 3rd Jan 2013 whose reference number is ekt2013013006632969. As per Arr/Dep-History

the train 12142 from 3rd Jan. 2013 was late 12h 18m when it reached Satna station. I received on 9th Jan 2013 only 50% of fare (Rs.805,-) into my card account. Because of other 50% of fare I called to the railways customer care and written many emails to customercare@indianrailways.gov.in, tdrprocess@irctc.co.in, etickets@irctc.co.in, drm@pa.railnet.gov.in, drm@bb.railnet.gov.in and gm@cr.railnet.gov.in but till now I did not received any reasonable reply and also the rest of fare (Rs. 805,-) back. Since more then one month showing the TDR Status "Forwarded To Railway" but not getting any reply how long it will take to credit my card account. I request you to clarify this transaction so that I can get the rest of fare back asap.
Is there any responsible person in indian railway to solve this type of problems.

my son cancelled e ticket vide e-ticket tdr ref no 20130********716 dt 11/07/13 but the refund not send in her a/c by now by indian railway
