Airtel Delhi - Activation of VAS on my prepaid number without being requested for

My mobile was stole on 28th April 2013 around 9:30 am along with my airtel prepaid sim in it. I had a balance of Rs. 216.64(approx) on that very day in the morning. I instantly reported to customer care of airtel 121 and asked them to deactivate my prepaid mobile number(which was +********9361) and accordingly they deactivated the number and stopped all services on that number around 10:30am. The phone/number was switched off from the moment it was stolen. I was issued a duplicate sim around 4:00 pm of 29th april. When i checked my balance it was found to be Rs. 3.64 only, thereafter i checked for services activated on my number, i was shocked to know that two services namely, LocSMS Free 88 for Rs.88 and 2G internet for Rs.125 were activated on my prepaid number at 12:03PM and 11:57 AM respectively on 28th April 2013. How is it possible that these services were activated on my prepaid number around 12:00 pm on 28th april even though the same number was already stopped/deactivated one and half hour before. Also the same number was kept switched off after it was stolen by thief.
Airtel has resorted to these wrong techniques to generate its revenue which is unethical in nature, kindly report this matter to the management of Bharti Airtel.
