IRCTC Indian Railways - Refund of waiting E-ticket under tatkal scheme

I had booked in an E-ticket for Train category Rajdhani , under Tatkal scheme for a journey on 4Th May 2011.The ticket status was waiting at the time of train departure and I was not allowed to board the Train.I talked to customer support and they said that the ticket will automatic get canceled and amount will be reverted but that never happened.I tried to get hold of customer support team but no response.i just want to know why I am not getting a refund, when my journey was canceled stating "you cannot travel in rajdhani with waiting tickets"

I dont really understand what to and whom to complain against indian railways.

Will appreciate any suggestions and feedback.

I had booked 6 Tatkal waiting list E-ticket for Train category Nanded Express- Train no-165943 on 17/11/2011 for the train journey on 19/11/2011. The ticket status was waiting only at the time of train departure and we were not allowed to board the Train. I talked to customer support and they said that the ticket will automatic get canceled and amount will be reverted but that never happened. I tried to get hold of customer support team but no response.i just want to know why I am not getting a refund, it is not a small amount. it is 1552/-. please get back to me and i need the amount to refunded completly.
