Passport Office - Passport delay without any major cause

I had applied for the passport on 1stApril-2008 with file refrence no-A010330,Bhubaneswar,when I was studying there.I have completed my study after 2 months of my application.Due to carelessness of Special Branch Officer,my Police verification was kept incomplete for around 10months.For the same I had visited three times to Bhubaneswar(Orissa) from my hometown Ranchi(Jharkhand)
Recently,I had visited Special Branch(cuttack),I met with special branch inspector(puri) & visited three times passport office.After so much struggle ,finally on 4th May,It was said that all thing is clear & passport is expected to be dispatch on 25th May.It was said that to be 101% sure that I will get my passport.Now the current status is File Reference Number (BHU-A010330-08) is either wrong or Information NOT available .I have send one of my friend who was on visit to bhubaneswar to know the matter.It is said to him that 10th certificate is needed & that is be original.This means again I have to visit Bhubaneswar from my hometown,which is going to be fourth trip after passport application.Moreover,I have deposited all my documents but for what they again asking.
One more thing is that my college is going to be closed from 12th may.If passport do not reach their prior to the vaccation,passport will get return back to Passport Office & to collect the same again I have to move to Bhubaneswar.Please Please help me & say them to isue my passort and that is to be before 12th May.
