IRCTC Indian Railways - Not satisfied with irctc

My friend Shri RK Garg (M-********78 ) booked his ticket vide PNR no ********08 Transaction Id 03******** on dated 03/09/11 through SBI ATM . However we found that the amount has been deducted 3 times .
on 03/09 : Rs 700 + Rs 700
on 07/09 : Rs 10 + Rs 690
whereas actual fare is only Rs 700 /
Complainant's Goal: Refund of Rs 1400 / ( Excess amont )
