Western Railway - Misbehaviour & not giving grivances to handicapped people

Dear Sir,
I have tried to take ticket from another line as grivances given by railway govt. for handicapped people.Despite of showing my proper certificate of 75% handicapped, the person name Mr. Aziz at bandra (W) counter denied to give ticket & rudly behaved. so, this insult of a dependent people & Indian law if not corrected or not taken action leads to inproper satisfaction. pl. see the matter.
