IRCTC Indian Railways - IRCTC site down from 8 as soon as tatkal booking starts

As soon as Tatkal booking starts to open everyday IRCTC site gets down and since my 6 months experience of booking tickets online I found its very difficult for common man to book tickets online, as site is never up during 8-9 am time. IRCTC have to do something on this.
