IRCTC Indian Railways - IRCTC Refund of failed transaction not received

On 23rd Dec 2010(23/12/2010) I tried to book 3 tickets from Guntur to Hyderabad using IRCTC site. But the transaction failed while processing payment.


The following are the details of the failed transaction

FAILED PAYMENT REFUND STATUS

Train Name: NS HYDRABAD EXP

Resv Upto: (SC) Date Of Booking: 23-Dec-2010 Total Fare: Rs 676.00

Refund Details
Payment Not Received From Bank


Though the ticket is not booked and the Refund Details are showing "Payment Not Received from Bank" amount is deducted from my axis bank account. When will I get my refund.

Whom should I complain about this. Do I need to send any mails to IRCTC regarding this?

Please help to get back my Rs. 676.

Whom should I complain about this. Do I need to send any mails to IRCTC regarding this?
