IRCTC Indian Railways - IRCTC - Refund denied even when the train delayed by more than 10 hrs

Hi, I had booked my train ticket with PNR No.********44 Dated: 21st Dec 2013; Train no. 22405..Garib Rath from Vindhyachal (BDL) to Anand Vihar (ANVT).
The train was delayed for more than 10 hrs and i cancelled the ticket. The entire amount was deducted even when the clause is that if train is delayed by more than 3 hrs, entire amount would be refunded.
I approached irctc and they said pls send the screen shots mentioning the details of delayed train.
I sent them the details and was assigned ticket id:3320584.
Later was told that it was not tagged so no refund.ticket id:3327151
The fault is with Indian Railways, if they delayed in tagging then why dd they show train late.
Finally the train was late by more than 20 hrs.
Request you to pls help in getting the refund of Rs.1850/-
