ICICI Bank Limited - ICICI Credit Card Dispute Which I did not made

Hi,
I am Karukkuvel Rajan from Chennai. I have a very bad experience with ICICI credit card department and their services towards its customers.
I had a Platinum credit card and I was using it for quite a long time. I am a genuine payer and I pay my dues on time much before the due dates. On 18/08/2008, I had lost my card in an exhibition in Chennai. The person took the card is from the shop in which I made my final purchase. After I reach home around 10 pm night, I got a message that I made a purchase for Rs.48500 and then only I realized that my card was lost.
Immediately, the same night I went to that exhibition back again and enquired in that shop where I had made my final purchase. I asked for the lost card and the guy from that shop told me that he found that card and surrendered in that exhibition’s office. I went with him and checked in the office room and he could not show to whom he gave that card. That night they were closing the exhibition and packing their things. So I could not do much and I collected the contact number of that guy who had saw my card last. Back home I called customer care and blocked my card during that night itself. The customer care told me that the person who has used my card swiped the card for Rs. 1 three times in a different swiping machine in that same exhibition and after confirming that he can use the card he swiped the card and bought a laptop for Rs. 48500.
Then the next day(19/08/2008) morning I went to police station and I made complain about my loss of card. The inspector(Mr.Lawrence) asked me who is the last person who saw my card and I had mentioned that guy(his name is Manzoor) and inspector wanted to speak to that guy. So I called him and gave the phone to the inspector and inspector started to threaten him since he is the person who saw the card last, he has to come to that station and answer them. But he was saying he is on the way back to Bangalore and he cannot come. But inspector insisted him to come and threatened him like he will send Bangalore police to his home for enquiry. Then he was saying like he will try to come in a day or two. Then I collected the FIR copy and came home. Same day(19/08/2008) I had I applied the dispute in ICICI website.
That day(19/08/2008), I started getting messages from that guy Manzoor who has accepted that he made a mistake and he is the one who had took my card and bought the laptop. He was asking apology and begged me not to file complaint. He was saying his father will die if he comes to know about this misconduct. I had told him to pay the money and then I will withdraw my complaint. And he promised that he will pay the money in a week. As promised he deposited Rs. 10,000 to my credit card number. And on 26/08/2008 he deposited another Rs. 20,000. That week representative from ICICI came home and asked me to fill dispute forms and collected the FIR copy and contact numbers of Manzoor. And that representative promised that ICICI bank will take care of collecting the remaining due Rs.18503 from that guy Manzoor. I told inspector Lawrence and he also confirmed me that bank will take care from there on since I had given them enough proofs to the bank.
On 30/08/2008, I had received a letter from ICICI bank stating about my disputed transactions and they have initiated resolution of my complaint and a temporary fraud credit will be done. The case reference number is SR********. In that letter itself they had mentioned that “You will be pleased to know that we are temporarily reversing the charges billed to your account towards the disputed transactions. This credit will reflect in your next statement. If the complaint is resolved in your favour, we will make the reversals permanent”.
On 02/09/2008, I have a received a temporary credit of Rs.48503 to my card. Later on 15/09/2008, I had received another letter from ICICI bank saying that “We are pleased to inform you that the dispute is resolved in your favour”. On that day(15/09/2008) they have debited my card account for same Rs. 48503. But since they had confirmed me that these disputes are resolved in my favour they should have reversed only Rs.30,000 which I had recovered. Then I would not have anything pending in that card and dispute would have been closed on that day. From that day onwards I tried to reach customer service asked them to reverse the transaction correctly and nobody took response and corrected.
I approached ICICI bank, Regional office in Chennai and wrote emails to customer care. They kept on saying since I blocked my card after the card has been used I should pay the amount. But they are not answering for the letter which they had given me saying that the dispute is resolved in my favour. Now they have blocked my two savings accounts with them. ICICI have spoiled my reputation. For their mistakes I am suffering with CIBIL score and not getting new loans even though I earn more than 1Lakh per month. I checked with a local civil lawyer and he had confirmed me that my side it is clear and I can file a case if I wish to. But I want to clear this trouble without going to court etc.
Can someone help me how do I get these people understand ask them to reverse the transactions correctly. Should I file a consumer case against them? Please advise.
