IRCTC Indian Railways - I have not been allowed a resonable refund against cancellation

This pertains to two adults tickets booked under tatkal kota from Lucknow to Aligarh Junction by 2003 Swarn Shatabdi Express of 22-01-2010 vide PNR no 2402502689, transaction ID 01********.

The said train had already been notified as cancelled, so I decided to cancel my ticket and did so in the morning of 22nd at 08:47 Hrs.

I understand that in the event of train being cancelled, I am entitled for the full refund to my account, while in this case the refund due is shown as nil.
