IRCTC Indian Railways - I am yet to receive refund for TDR filed on 5/1/10

I planned to travel from Mumbai to Gaya by Mumbai Howrah train starting from Mumbai on 4/1/2010. My wife accompanied me. I had to cut short my journey at Piparia. The PNR no of my ticket was 033-7255627. I approached the chief ticket examiner and explained to him the situation. He was kind enough to collect my ticket and issue me a TDR no 414509 dated 5/1/2010.
He told me that i will receive the refund in three months from some office in Jabalpur. It is now three months and the refund is not received.
He also told me that I can check the status of refund on rhe Indian railway site. I have visted this site but I could not locate any facility for knowing the status of refund. On IRCTC site there is a facility but is not very useful for of line TDR. And IRCTC site does not accept querries on TDR refund cases older than one moonth.
None of the sites provide proper email contact address.
How do I to know the status of my refund and when do I get it.
Living in Mumbai I cannot visit Jabalpur for this purpose.
