Tata DOCOMO - i am not happy with pre paid to post paid conversion

i had applied for converting my existing pre paid mobile to post paid on 10/08/2013. one docomo person came home and took the amount. today is 20/8 and it is still not activated.i want my money back and i want to cancel my request. i paid 950 rupees for 899 plan. The only contact number i have is ********87. Everytime i call he/she gives me blank answer that they are not even aware that it has not happned and as ususal they will say within 10 mins i will get back but their ten minutes is = to 1 year.

if u cant provide good service please give back my money. there are lots more mobile service providers in the indian market
